Use this template to discuss the terms of reference for your project. Terms of reference are also known by the acronym TORs especially in the military and often called the project charter in the business world. The phrase terms of reference refers to the set of rules that an individual or group has agreed to abide by when working with others to accomplish specific purpose. Terms of reference are important for laying out ground rules and establishing basic agreements among all parties participating in new project especially when they plan to make decisions together. Provide your terms of reference here. These ground rules could include almost anything but at minimum should include names of all parties participating; the project goals; the roles deliverables and responsibilities assigned to the parties; the resources each party brings to the project; and the risks and restraints that are known about the project.
